Here’s how Switzerland’s COVID certificate will work

By the end of June 2021, the non-falsifiable FOIT document will be available, upon request, for people who have been vaccinated, cured, or have a recent negative test

Switzerland’s COVID certificate will be produced using a solution from the Federal Office of Information Technology and Telecommunication (FOIT). This was decided by the Federal Office of Public Health (FOPH).
By the end of June 2021, the system for the issuance of a non-falsifiable COVID certificate will be available, on request, to all persons who have been vaccinated, cured or have a recent negative test.
UFIT’s solution is EU-compatible, secure, limited to the minimum technically necessary, and the source code (open source) will be published. These features were decisive in the selection.
With this decision, the project responsibility for the technical implementation of the certificate is transferred from the Federal Department of the Interior (FDHA) to the Federal Department of Finance (FDF).
The FOPH is responsible for defining the content, the FIT will be responsible for the technical implementation.

Involving physicians, pharmacists and other stakeholders

The Swiss Medical Professional Association (FMH) and the Swiss Society of Pharmacists (PharmaSuisse) are involved in the project.
Medical practices and pharmacies that already use, for example, an HIN solution for the secure identification and management of patient data will be able to continue to do so, via an interface and without changing systems.
Other stakeholders, such as certificate issuers, regulators, and data protection and security specialists tasked with testing the solution, were involved in the implementation of the COVID certificate.

Easy to use, secure and EU-compatible

The certificate must be easy to use, simple to issue both on the smartphone and in paper form, and must be able to be checked quickly. Data security must be guaranteed.
Personal data shall not be stored centrally. Compatibility with the European Union’s “Digital Green Certificate” will be ensured.
In addition, Switzerland is collaborating in the World Health Organization (WHO) project for an internationally recognized certificate (“Smart Vaccination Certificate”).
For the technical realization of the COVID certificate, the FOPH has carefully examined two solutions in recent weeks. In the first phase, 52 projects were submitted.
The FOPH is currently working on the solution and will inform the Swiss population in detail through one of the next press points for the specialized media.
