364.3 million requested for federal buildings

The Federal Council has adopted the 2021 dispatch on the construction needs of Switzerland, from the Swimming Centre in Tenero to the administrative unit in Zollikofen

At its meeting on 19 May, the Federal Council adopted the 2021 Dispatch on Buildings, in which it asks Parliament for commitment credits in the amount of CHF 364.3 million.
Of this amount, 118.8 million francs are earmarked for federal projects for the promotion of sport and 245.5 million for civil engineering.
The two most important projects are the construction of a replacement building for the Swimming Sports Centre in Tenero in the canton of Ticino and a new building as part of the fourth construction phase of the Bern Administration Centre in Zollikofen.

New sports building infrastructures in Magglingen and Tenero

The 2021 dispatch on real estate includes two major construction projects, which will be implemented as part of the “Federal government’s sports building programme”.
The latter was adopted by the Federal Council and forwarded to Parliament in 2016, together with the report “Federal Action Plan for the Promotion of Sport”.
Already today, the National Sports Centre in Magglingen has problems with a shortage of space in buildings for sport and the promotion of top sport in the army.
The new building will house accommodation and training facilities and complement the existing buildings. A budget of CHF 27 million has been set aside for this project.
The federal government plans to invest CHF 91.8 million in the construction of a replacement building for the Swimming Sports Centre in Tenero, which is part of the Tenero National Youth Sports Centre (TSC).
The new building will provide optimum conditions for both popular and top-class sports during the summer and winter seasons. The construction work will be carried out in stages and will not result in any significant interruption to activities.

Fourth phase for administrative centre outside Bern

The eight-storey building to be constructed in the fourth phase of the Zollikofen administrative centre is the conclusion of the development of the Meielen site.
It will provide 400 workstations with their associated premises and will cost an estimated CHF 48.5 million.
In order to complete the transformation to flexible forms of working in the Federal Administration and to achieve greater efficiency and lower costs in the provision of workstations, further suitable buildings are required.
The fourth stage in Zollikofen makes an important contribution in this regard and is a further milestone in the implementation of the Master Plan 2024 (SD 2024), which envisages the concentration of administrative units at specific locations.
It is also an essential prerequisite for the optimal introduction of flexible working arrangements and shared workstations in the Federal Administration.
Thanks to the multi-space standard, the new building in Zollikofen offers the necessary space for this development.

Other construction projects in the cantons of Fribourg and Ticino

In addition to the new administrative building in Zollikofen, the commitment credit “Civil construction” includes two projects costing more than CHF 10 million: the construction of a replacement building for Agroscope in Posieux, which will house catering facilities and conference rooms, costing CHF 14.9 million, and the construction of a replacement building for the CST accommodation in Tenero, costing CHF 12.1 million.
In addition, there is the commitment credit “Other building projects 2021” of CHF 170 million, which will be used for projects not specified in the dispatch.
This also includes construction projects of the Federal Office for Buildings and Logistics costing less than CHF 10 million.
