Differentiated autonomy: single path for Umbria and Marches
Ancona and Perugia have activated the mechanism of Article 116 of the Constitution, identifying in a unitary way further forms and conditions of regionalism
The Regions Umbria and Marches have decided to start jointly the institutional path for a greater autonomy, as previewed from the article 116 of the Constitution.
The two presidents, Catiuscia Marini for Perugia and Luca Ceriscioli for Ancona – also present their respective regional Councillors for institutional reforms, Antonio Bartolini for Umbria, and Fabrizio Cesetti for the Marches – have in fact signed on July 12, 2018 a letter sent to the President of the Council of Ministers, Giuseppe Conte.
In it they write that “the Marche Region and the Umbria Region have started, in parallel, in the year 2018, the path provided for by the third paragraph of Article 116 of the Constitution identifying in an almost unitary way the additional forms and conditions of autonomy“.

The letter also recalls that “the Legislative Assemblies of both regional institutions have approved their respective resolutions to initiate the procedure for greater autonomy provided for in the third paragraph of Article 116 of the Constitution.”
Marini and Ceriscioli also ask Palazzo Chigi “to activate, even jointly, the specific table of institutional comparison,” as provided for in Article 1, paragraph 571 of Law 147/2013.

“We believe that the Italian Government“, declared President Marini and Councillor Bartolini, “must fully believe in the ability of the territories to think about their own development. For this reason it is also necessary to have a legislation that facilitates this path, enhancing the autonomy of the Regions“.
And finally: “Also because we believe that just ‘the lever’ of the article 116 will determine a greater administrative efficiency for the economic development of the respective Regions“.
A quick meeting with the Government on the subject
In the space of just two weeks, a meeting with the Minister for Regional Affairs, Erika Stefani, took place in Rome.
“With more autonomy we could set up a sort of laboratory able to carry out this collaboration between the regions and also constitute“, added instead the “governor” Ceriscioli.
“Some examples of how we can transform, with all the cultural heritage present in our regions, a further opportunity for growth, development and tourism.”
