Federal guarantee to the revised constitutions of three cantons

Berne proposes to Parliament that the revised constitutions of Zurich, Graubünden and Neuchâtel be made subject to higher-order legislation

The Federal Council proposes to Parliament that the revised constitutions of the cantons of Zurich, Graubünden and Neuchâtel be given federal guarantee.
As shown in the message adopted by the Swiss government on December 3, 2021, all amendments are in accordance with federal law.

The constitutional amendments relate to the following:

Canton of Zurich:
The threshold values of the financial referendum and the financial powers of the Grand Council and the State Council;

Canton of Grisons:
the introduction of the proportional system for the election of the Grand Council;

Canton of Neuchâtel:
the use of wind energy;
the dismissal of members of the executive and judicial authorities;
transport infrastructure.
