Stages and members of the Commission on Quality of Care

The Federal Council has appointed the 15 experts who will monitor the strengthening of the goodness and cost-effectiveness of medical services under the KVG

The Federal Council of the Swiss Confederation has set the next steps and appointed the members of the Commission for Quality of Care.
The amendment to the Federal Health Insurance Act (KVG) concerning the strengthening of the quality and cost-effectiveness of medical services will enter into force on April 1, 2021.
The Federal Council set the timetable during its session on February 24, 2021.
During the second half of this year, it will set goals for the next four-year period.
It also appointed the 15 members of the new Federal Quality Commission, which will be charged with, among other things, advising on quality of care.

A consequence of the revision of the Law in 2019

In 2019, the Parliament adopted the partial revision of the Federal Law on Health Insurance (KVG) concerning the strengthening of the quality and cost-effectiveness of medical services under mandatory health insurance.
This partial revision of the KVG also includes an amendment to the Ordinance on Health Insurance (OAMal).
The Swiss government has also set April 1, 2021 as the effective date for the legislative adaptations and has also established the future Federal Commission for Quality (FQQQ) and appointed its members.

The CFQ will be responsible for advising the Federal Council and implementing, together with the various actors in the health sector, the objectives that the Federal Council has set for its activities.
In 2021, it will have to develop a plan to measure quality improvement. It will also have to plan national programs to promote quality and patient safety.

Pierre Chopard, from Geneva, will take over the presidency of the FQC.

The CFQ will be chaired by Professor Pierre Chopard, chief physician of the Quality of Care Service of the University Hospitals of Geneva and associate professor at the University of Geneva.
The other members represent the medical professions, cantons, insurers, policyholders and patient organizations as well as the scientific community.

Goals set every four years, considering foreign countries

The Federal Council will set targets every four years for the development of the quality of medical care. For this purpose, it will refer to a strategy that is currently being developed and will be applied from 2021 to 2032.
This strategy will be based on the conclusions of the national quality report published in 2019 as well as on results collected in Switzerland and abroad.

More voice for service providers and insurers

The legislative amendments envisage giving an important role to the federations of service providers and insurers, which will be required to conclude quality agreements valid throughout Switzerland.
These agreements, which must be approved by the Federal Council, will make it possible to establish binding improvement measures in the area of quality. The law also provides for sanctions in the event of violations of the agreements.
