Instead of simplifying the tax system, the reform would make it <strong data-start=\"454\" data-end=\"470\">more complex<\/strong>, generating new injustices and creating a <strong data-start=\"513\" data-end=\"541\">huge bureaucratic burden<\/strong>.<\/span><\/p>\n<p data-start=\"546\" data-end=\"1051\"><span class=\"font-377884\">To apply <strong data-start=\"555\" data-end=\"578\">individual taxation<\/strong>, couples\u2019 assets would need to be <strong data-start=\"613\" data-end=\"640\">divided as in a divorce<\/strong>, including bank accounts, real estate, and other property. This would make tax administration not only <strong data-start=\"744\" data-end=\"759\">complicated<\/strong>, but also <strong data-start=\"770\" data-end=\"783\">expensive<\/strong>, with the obligation to file <strong data-start=\"813\" data-end=\"851\">1.7 million additional tax returns<\/strong> each year. Cantons and municipalities would need to hire <strong data-start=\"909\" data-end=\"939\">thousands of new officials<\/strong> and completely revise <strong data-start=\"962\" data-end=\"1048\">tax deductions, insurance premiums, and contributions for education and child care<\/strong>.<\/span><\/p>\n<p data-start=\"1053\" data-end=\"1406\"><span class=\"font-377884\">From a social perspective, the reform would be <strong data-start=\"1100\" data-end=\"1110\">unfair<\/strong>: it would <strong data-start=\"1121\" data-end=\"1194\">penalize families with a single main income or a modest second income<\/strong>, while <strong data-start=\"1202\" data-end=\"1251\">favoring high-income couples without children<\/strong>. In this way, it would particularly <strong data-start=\"1288\" data-end=\"1337\">hit the middle class and traditional families<\/strong>, exactly those who already support a large part of the tax system.<\/span><\/p>\n<p data-start=\"1408\" data-end=\"1835\"><span class=\"font-377884\">Finally, the reform would <strong data-start=\"1434\" data-end=\"1458\">undermine federalism<\/strong>, imposing <strong data-start=\"1469\" data-end=\"1486\">uniform rules<\/strong> that would eliminate <strong data-start=\"1508\" data-end=\"1560\">already functioning and flexible cantonal models<\/strong>, which have effectively mitigated the so-called <strong data-start=\"1609\" data-end=\"1632\">\u201cmarriage penalty.\u201d<\/strong> It is therefore not surprising that <strong data-start=\"1669\" data-end=\"1715\">21 out of 26 Cantons rejected the proposal<\/strong> during the consultation, considering it a <strong data-start=\"1758\" data-end=\"1794\">bureaucratic and costly solution<\/strong> that does not solve existing problems.<\/span><\/p>\n<p data-start=\"1837\" data-end=\"2042\"><span class=\"font-377884\">The <strong data-start=\"1841\" data-end=\"1863\">\u201cmarriage penalty\u201d<\/strong> can be eliminated with <strong data-start=\"1887\" data-end=\"1940\">simpler, fairer solutions that respect federalism<\/strong>, without <strong data-start=\"1950\" data-end=\"1970\">harming families<\/strong> or unnecessarily <strong data-start=\"1988\" data-end=\"2039\">increasing the complexity and cost of the state<\/strong>.<\/span><\/p>\n<p><span class=\"font-377884\"><strong><a href=\"https:\/\/swissfederalism.ch\/en\/2026-federalism-democracy-switzerland\/\">2026 as a milestone for federalism and direct democracy in Switzerland<\/a><\/strong><\/span><\/p>\n<h2 data-start=\"165\" data-end=\"204\"><span class=\"font-377884\">A historic rejection by the cantons<\/span><\/h2>\n<p data-start=\"206\" data-end=\"631\"><span class=\"font-377884\">For the <strong data-start=\"214\" data-end=\"240\">second time since 1874<\/strong>, as many as <strong data-start=\"253\" data-end=\"310\">10 Cantons have decided to hold a cantonal referendum<\/strong>. A very rare event, sounding like an <strong data-start=\"348\" data-end=\"376\">institutional alarm bell<\/strong>. The <strong data-start=\"382\" data-end=\"426\">Conference of Cantonal Governments (CCG)<\/strong> rejects <strong data-start=\"435\" data-end=\"458\">individual taxation<\/strong>, as do <strong data-start=\"466\" data-end=\"490\">21 out of 26 Cantons<\/strong> during the consultation process. Supporting the \u201cNo\u201d vote were also the <strong data-start=\"563\" data-end=\"570\">FDK<\/strong>, the <strong data-start=\"576\" data-end=\"601\">commerce sector (SGV)<\/strong>, and <strong data-start=\"607\" data-end=\"628\">agriculture (SBV)<\/strong>.<\/span><\/p>\n<p data-start=\"633\" data-end=\"740\"><span class=\"font-377884\">The message is clear: this reform represents an <strong data-start=\"681\" data-end=\"737\">attack on federalism and cantonal fiscal sovereignty<\/strong>.<\/span><\/p>\n<h2 data-start=\"747\" data-end=\"799\"><span class=\"font-377884\">A direct attack on families and the middle class<\/span><\/h2>\n<p data-start=\"801\" data-end=\"1181\"><span class=\"font-377884\"><strong data-start=\"801\" data-end=\"853\">Individual taxation dismantles marriage fiscally<\/strong>, treating spouses as <strong data-start=\"875\" data-end=\"899\">separate individuals<\/strong> rather than an <strong data-start=\"915\" data-end=\"952\">economic and supportive community<\/strong>. Traditional family models, in which one partner performs <strong data-start=\"1011\" data-end=\"1038\">care and household work<\/strong>, would be <strong data-start=\"1049\" data-end=\"1062\">penalized<\/strong>. Far from promoting fairness, the reform <strong data-start=\"1104\" data-end=\"1133\">reduces freedom of choice<\/strong> and <strong data-start=\"1138\" data-end=\"1178\">devalues the diversity of life plans<\/strong>.<\/span><\/p>\n<h2 data-start=\"1188\" data-end=\"1217\"><span class=\"font-377884\">Who really pays the price<\/span><\/h2>\n<p data-start=\"1219\" data-end=\"1240\"><span class=\"font-377884\">The data are clear:<\/span><\/p>\n<ul data-start=\"1242\" data-end=\"1499\">\n<li data-start=\"1242\" data-end=\"1342\">\n<p data-start=\"1244\" data-end=\"1342\"><span class=\"font-377884\"><strong data-start=\"1244\" data-end=\"1270\">Single-income families<\/strong> and <strong data-start=\"1275\" data-end=\"1300\">middle-class families<\/strong> would pay <strong data-start=\"1311\" data-end=\"1339\">thousands of francs more<\/strong>.<\/span><\/p>\n<\/li>\n<li data-start=\"1343\" data-end=\"1435\">\n<p data-start=\"1345\" data-end=\"1435\"><span class=\"font-377884\">Families earning <strong data-start=\"1362\" data-end=\"1387\">less than 250,000 CHF<\/strong> would systematically be among the <strong data-start=\"1422\" data-end=\"1432\">losers<\/strong>.<\/span><\/p>\n<\/li>\n<li data-start=\"1436\" data-end=\"1499\">\n<p data-start=\"1438\" data-end=\"1499\"><span class=\"font-377884\">The real winners? <strong data-start=\"1456\" data-end=\"1496\">High-income couples without children<\/strong>.<\/span><\/p>\n<\/li>\n<\/ul>\n<h2 data-start=\"1506\" data-end=\"1563\"><span class=\"font-377884\">Negative effects on families, birth rates, and health<\/span><\/h2>\n<p data-start=\"1565\" data-end=\"1862\"><span class=\"font-377884\"><strong data-start=\"1565\" data-end=\"1588\">Individual taxation<\/strong> could <strong data-start=\"1595\" data-end=\"1638\">discourage couples from having children<\/strong>, worsening the problems of <strong data-start=\"1666\" data-end=\"1686\">population aging<\/strong> and <strong data-start=\"1691\" data-end=\"1718\">declining youth numbers<\/strong>. Under the current system, families can <strong data-start=\"1759\" data-end=\"1798\">balance child care responsibilities<\/strong>, often with one spouse dedicating more time to domestic work.<\/span><\/p>\n<p data-start=\"1864\" data-end=\"2128\"><span class=\"font-377884\">With individual taxation, the spouse currently performing most of the care work (usually the mother) would be forced to enter the external labor market, often at high percentages, to avoid tax penalties, greatly increasing their overall workload.<\/span><\/p>\n<p data-start=\"2130\" data-end=\"2580\"><span class=\"font-377884\"><strong>This work overload would lead to stress, burnout, and other related illnesses,<\/strong> increasing not only the health risks for those involved but also <strong>healthcare costs for the state and families<\/strong>. In this way, the reform would not only undermine family well-being and the ability to have children, but also create an additional social and economic burden, contradicting the goal of simplification and fairness in the tax system.<\/span><\/p>\n<h2 data-start=\"2587\" data-end=\"2633\"><span class=\"font-377884\">A bureaucratic monster with no added value<\/span><\/h2>\n<p data-start=\"2635\" data-end=\"2674\"><span class=\"font-377884\">Individual taxation would entail:<\/span><\/p>\n<ul data-start=\"2676\" data-end=\"2916\">\n<li data-start=\"2676\" data-end=\"2728\">\n<p data-start=\"2678\" data-end=\"2728\"><span class=\"font-377884\">+1.7 million additional tax returns per year<\/span><\/p>\n<\/li>\n<li data-start=\"2729\" data-end=\"2767\">\n<p data-start=\"2731\" data-end=\"2767\"><span class=\"font-377884\">Thousands of new tax officials<\/span><\/p>\n<\/li>\n<li data-start=\"2768\" data-end=\"2820\">\n<p data-start=\"2770\" data-end=\"2820\"><span class=\"font-377884\">Million-franc IT costs across all 26 Cantons<\/span><\/p>\n<\/li>\n<li data-start=\"2821\" data-end=\"2868\">\n<p data-start=\"2823\" data-end=\"2868\"><span class=\"font-377884\">More disputes, appeals, and legal cases<\/span><\/p>\n<\/li>\n<li data-start=\"2869\" data-end=\"2916\">\n<p data-start=\"2871\" data-end=\"2916\"><span class=\"font-377884\">Billion-franc costs and financial risks<\/span><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2918\" data-end=\"3161\"><span class=\"font-377884\">The reform would cause <strong data-start=\"2941\" data-end=\"3003\">1 billion CHF in lost annual revenue for the Confederation<\/strong>, with additional losses for Cantons and Municipalities. Not to mention the <strong data-start=\"3079\" data-end=\"3121\">billions required to transform systems<\/strong> and years of <strong data-start=\"3135\" data-end=\"3158\">parallel management<\/strong>.<\/span><\/p>\n<h2 data-start=\"3168\" data-end=\"3216\"><span class=\"font-377884\">An incoherent and legally problematic system<\/span><\/h2>\n<p data-start=\"3218\" data-end=\"3524\"><span class=\"font-377884\">Individual taxation violates the principle of ability to pay and conflicts with civil law and social insurance, which continue to consider marriage as an economic and social community. <strong>The result would be greater legal uncertainty and the creation of new incentives for tax abuse.<\/strong><\/span><\/p>\n<p data-start=\"3526\" data-end=\"4015\"><span class=\"font-377884\">In a country like Switzerland, known for democracy, freedom, and respect for individual choices, <strong>this reform would discriminate against traditional married families,<\/strong> penalizing those who organize their family life according to established models. Instead of promoting equity and freedom, individual taxation would impose a centralized, uniform approach, contradicting the country\u2019s historical values and threatening the legal and social stability of families.<\/span><\/p>\n<h2 data-start=\"4022\" data-end=\"4076\"><span class=\"font-377884\">Ideological centralism and an attack on federalism<\/span><\/h2>\n<p data-start=\"4078\" data-end=\"4196\"><span class=\"font-377884\">Many Cantons have already found <strong data-start=\"4110\" data-end=\"4156\">effective, federalism-compatible solutions<\/strong> to mitigate the marriage penalty.<\/span><\/p>\n<p data-start=\"4198\" data-end=\"4705\"><span class=\"font-377884\">The introduction of individual taxation would destroy these working models, imposing a centralist intervention that uniforms rules nationwide, reducing Cantonal autonomy. In the name of an ideological experiment, the reform ignores local specificities and provides no concrete evidence of the alleged benefits on the labor market.
