Thanks to Swiss federalism, which grants broad autonomy to Cantons and Municipalities, the NRP adapts to local specificities, fostering dialogue between the Confederation, local authorities, and civil society.<\/span><\/p>\n<p data-start=\"528\" data-end=\"750\"><span class=\"font-377884\">Projects such as <strong data-start=\"545\" data-end=\"563\">Smart Villages<\/strong> and collaboration with the <strong data-start=\"591\" data-end=\"639\">Swiss Alpine Club for Mountain Regions (SAB)<\/strong> improve mobility, digitalization, and sustainability, creating synergies between cities and the countryside.<\/span><\/p>\n<h2 data-start=\"752\" data-end=\"777\"><span class=\"font-377884\">Objectives of the NRP<\/span><\/h2>\n<p data-start=\"779\" data-end=\"1138\"><span class=\"font-377884\">The NRP aims to strengthen the competitiveness of less-developed regions by promoting innovation and interregional cooperation. It encourages collaboration between cities and rural areas through projects that integrate resources and skills\u2014such as digital infrastructure or sustainable tourism\u2014responding to local needs and reducing territorial disparities.<\/span><\/p>\n<h2 data-start=\"1140\" data-end=\"1164\"><span class=\"font-377884\">Implementation tools<\/span><\/h2>\n<p data-start=\"1166\" data-end=\"1606\"><span class=\"font-377884\">The NRP supports regional and interregional development projects, public-private partnerships, and cross-border cooperation, with special attention to mountainous and rural regions. Concrete examples include enhancing digital connectivity in remote villages and sustainable mobility solutions. Thanks to federalism, Cantons and Municipalities can adapt these initiatives to their specificities, strengthening cohesion between territories.<\/span><\/p>\n<h2 data-start=\"1608\" data-end=\"1634\"><span class=\"font-377884\">The role of federalism<\/span><\/h2>\n<p data-start=\"1636\" data-end=\"1958\"><span class=\"font-377884\">Swiss federalism allows Cantons and Municipalities to have broad decision-making powers, enabling flexible adaptation of the NRP to local needs. This approach fosters continuous dialogue between the Confederation, Cantons, and Municipalities, with shared projects that promote mutual development and reduce inequalities.<\/span><\/p>\n<h2 data-start=\"1960\" data-end=\"1987\"><span class=\"font-377884\">Focus on Smart Villages<\/span><\/h2>\n<p data-start=\"1989\" data-end=\"2224\"><span class=\"font-377884\"><strong data-start=\"1989\" data-end=\"2007\">Smart Villages<\/strong>, a cornerstone of the NRP strategy, transform rural and mountainous communities through digital technologies and cross-sector collaboration. The NRP funds pilot projects for smart services and sustainable mobility.<\/span><\/p>\n<ul data-start=\"2226\" data-end=\"2652\">\n<li data-start=\"2226\" data-end=\"2432\">\n<p data-start=\"2228\" data-end=\"2432\"><span class=\"font-377884\"><strong data-start=\"2228\" data-end=\"2260\">Nesslau (Canton St. Gallen):<\/strong> Apps were introduced to improve communication between administration and citizens and to promote local tourism, strengthening connections with cities such as St. Gallen.<\/span><\/p>\n<\/li>\n<li data-start=\"2433\" data-end=\"2528\">\n<p data-start=\"2435\" data-end=\"2528\"><span class=\"font-377884\"><strong data-start=\"2435\" data-end=\"2466\">Soglio (Canton Graub\u00fcnden):<\/strong> High-speed digital connections support sustainable tourism.<\/span><\/p>\n<\/li>\n<li data-start=\"2529\" data-end=\"2652\">\n<p data-start=\"2531\" data-end=\"2652\"><span class=\"font-377884\"><strong data-start=\"2531\" data-end=\"2552\">Corippo (Ticino):<\/strong> Digital platforms manage a \u201cdiffused hotel,\u201d enhancing local cultural and architectural heritage.<\/span><\/p>\n<\/li>\n<\/ul>\n<h2 data-start=\"2654\" data-end=\"2692\"><span class=\"font-377884\">Concrete examples of collaboration<\/span><\/h2>\n<p data-start=\"2694\" data-end=\"2853\"><span class=\"font-377884\">Over the past fifty years of regional policy, the NRP has supported numerous projects, many promoted or coordinated by the SAB. Significant examples include:<\/span><\/p>\n<ul data-start=\"2855\" data-end=\"3717\">\n<li data-start=\"2855\" data-end=\"3148\">\n<p data-start=\"2857\" data-end=\"3148\"><span class=\"font-377884\"><strong data-start=\"2857\" data-end=\"2871\">Ruralplan:<\/strong> Project conducted by the SAB on behalf of SECO, dedicated to innovative planning in rural areas affected by demographic decline. Its goal was to involve a wide range of actors to develop new ideas for basic services. The Albula region represented Switzerland in the project.<\/span><\/p>\n<\/li>\n<li data-start=\"3149\" data-end=\"3540\">\n<p data-start=\"3151\" data-end=\"3540\"><span class=\"font-377884\"><strong data-start=\"3151\" data-end=\"3167\">Beyond Snow:<\/strong> Interreg Alpine Space project aimed at supporting winter tourism destinations affected by snow shortages due to climate change. Solutions developed in nine destinations across six Alpine countries helped maintain and strengthen competitiveness. Switzerland selected Sattel-Hochstuckli (Canton Schwyz), with SAB as a partner alongside twelve other European organizations.<\/span><\/p>\n<\/li>\n<li data-start=\"3541\" data-end=\"3717\">\n<p data-start=\"3543\" data-end=\"3717\"><span class=\"font-377884\"><strong data-start=\"3543\" data-end=\"3579\">Cabrio Funicular on Stanserhorn:<\/strong> Funded with 3 million Swiss francs by the NRP, it increased the number of visitors by 60%, revitalizing tourism in central Switzerland.<\/span><\/p>\n<\/li>\n<\/ul>\n<h2 data-start=\"3719\" data-end=\"3730\"><span class=\"font-377884\">Summary<\/span><\/h2>\n<p data-start=\"3732\" data-end=\"3815\"><span class=\"font-377884\"><strong data-start=\"3732\" data-end=\"3813\">NRP and federalism: strengthening cohesion between cities and the countryside<\/strong><\/span><\/p>\n<p data-start=\"3817\" data-end=\"4164\"><span class=\"font-377884\">According to Andrea Schenone, founder and president of the association <strong data-start=\"3888\" data-end=\"3908\">Swiss Federalism<\/strong>, the New Regional Policy (NRP) plays a key role in strengthening national cohesion. It promotes balanced and sustainable development of urban, rural, and mountainous areas, reducing regional disparities and improving economic and social competitiveness.<\/span><\/p>\n<p data-start=\"4166\" data-end=\"4374\"><span class=\"font-377884\">Thanks to Swiss federalism, which grants Cantons and Municipalities broad autonomy, the NRP can adapt to local conditions and foster dialogue between the Confederation, local authorities, and civil society.<\/span><\/p>\n<p data-start=\"4376\" data-end=\"4677\"><span class=\"font-377884\">The NRP\u2019s objectives are primarily achieved through support for innovation and interregional cooperation. For example, the <strong data-start=\"4499\" data-end=\"4525\">Smart Villages project<\/strong>, implemented in Switzerland by the SAB, has enabled rural and mountainous communities to develop by leveraging the potential of digital technologies.<\/span><\/p>\n<p data-start=\"4679\" data-end=\"5008\"><span class=\"font-377884\">In this context, Andrea Schenone recognizes the active role of the SAB in implementing NRP projects such as <strong data-start=\"4787\" data-end=\"4800\">Ruralplan<\/strong>. This international project, conducted by the SAB on behalf of SECO, focuses on innovative planning in rural areas affected by demographic decline. The Albula region represented Switzerland in the project.<\/span><\/p>\n<h2 data-start=\"5010\" data-end=\"5023\"><span class=\"font-377884\">About SAB<\/span><\/h2>\n<p data-start=\"5025\" data-end=\"5397\"><span class=\"font-377884\">The <strong data-start=\"5029\" data-end=\"5077\">SAB \u2013 Swiss Alpine Club for Mountain Regions<\/strong> is an association founded in 1943, representing and protecting the interests of Switzerland\u2019s mountainous and rural regions.
