The reform responds to the need <strong>to curb abuse and opportunistic practices<\/strong> by introducing a <strong>generational limit<\/strong> and new substantive requirements.<\/span><\/p>\n<h2><span class=\"font-377884\">A generational limit to reduce automatism and abuse<\/span><\/h2>\n<p><span class=\"font-377884\">One of the key elements of the reform is the <strong>restriction of automatism<\/strong> in the transmission of citizenship. From 28 March 2025, <strong>only those who have at least one parent or grandparent born in Italy<\/strong> will be Italian citizens from birth. This measure aims to prevent citizenship from being granted to people with too weak or merely formal ties to our country, discouraging those who temporarily travel to Italy solely to obtain an Italian passport.<\/span><\/p>\n<h2><span class=\"font-377884\">Who will be able to apply for citizenship under the new Decree-Law No. 36 of 28 March 2025?<\/span><\/h2>\n<p><span class=\"font-377884\">The reform came into force in part with <strong>Decree-Law no. 36 of 28 March 2025<\/strong>, definitively approved by Parliament on 20 May 2025 with <strong>137 votes in favour, 83 against and 2 abstentions<\/strong>. The law substantially amends Law <strong>No. 91\/1992<\/strong> and <strong>introduces more restrictive criteria for citizenship iure sanguinis<\/strong>, especially for <strong>those born abroad and holding another citizenship.<\/strong><\/span><\/p>\n<p><span class=\"font-377884\"><strong>From 27 March 2025<\/strong>, new applications for citizenship <strong>will not be accepted<\/strong> for those who<\/span><\/p>\n<ul>\n<li><span class=\"font-377884\">was born abroad<\/span><\/li>\n<li><span class=\"font-377884\">holds another citizenship (even if Italian by origin)<\/span><\/li>\n<li><span class=\"font-377884\">and are descendants of Italians who do not meet the new eligibility criteria.<\/span><\/li>\n<\/ul>\n<p><span class=\"font-377884\">The <strong>only exceptions<\/strong> are the following cases<\/span><\/p>\n<ul>\n<li><span class=\"font-377884\">a citizen parent or adopting parent <strong>was born<\/strong> in Italy;<\/span><\/li>\n<li><span class=\"font-377884\">a parent or adopting citizen has been<strong> resident in Italy for at least two continuous years<\/strong> prior to the child&#8217;s birth or adoption;<\/span><\/li>\n<li><span class=\"font-377884\">a grandparent (first degree ascendant of the parents or adoptive parents) <strong>was born<\/strong> in Italy.<\/span><\/li>\n<\/ul>\n<p><span class=\"font-377884\"><strong><a href=\"https:\/\/swissfederalism.ch\/en\/donald-trump-47-us-president\/\">Donald Trump begins mandate as 47th President of the United States<\/a><\/strong><\/span><\/p>\n<p><span class=\"font-377884\"><strong><a href=\"https:\/\/swissfederalism.ch\/en\/micronations-diplomacy\/\">Europe&#8217;s micronations between history and diplomacy<\/a><\/strong><\/span><\/p>\n<h2><span class=\"font-377884\">What does the bill provide for?<\/span><\/h2>\n<p><span class=\"font-377884\">Alongside the decree-law, a bill has been presented that introduces further changes to enhance the effective link with Italy and link citizenship to a concrete relationship with the State. The main measures concern:<\/span><\/p>\n<ul>\n<li><span class=\"font-377884\">The minor child of Italian citizens born or resident in Italy for at least two years will be able to obtain citizenship with a simple declaration by the parents.<\/span><\/li>\n<li><span class=\"font-377884\">Those who have lost their citizenship can only regain it if they have been resident in Italy for at least two years.<\/span><\/li>\n<li><span class=\"font-377884\">Immigrants with at least one Italian grandparent will be able to become citizens after three years of residence in Italy, reducing the time compared to other categories.<\/span><\/li>\n<li><span class=\"font-377884\">Spouses of Italian citizens will be eligible for naturalisation only if they are resident in Italy.<\/span><\/li>\n<\/ul>\n<h2><span class=\"font-377884\">Ius sanguinis and real link with the State: the 25-year obligation<\/span><\/h2>\n<p><span class=\"font-377884\">The reform also introduces a new obligation to actively maintain citizenship: those born and living abroad will have to prove that they have exercised an Italian civic right or duty at least once every 25 years, such as:<\/span><\/p>\n<ul>\n<li><span class=\"font-377884\">voting,<\/span><\/li>\n<li><span class=\"font-377884\">renewing a passport,<\/span><\/li>\n<li><span class=\"font-377884\">updating their identity card,<\/span><\/li>\n<li><span class=\"font-377884\">being fiscally registered.<\/span><\/li>\n<\/ul>\n<p><span class=\"font-377884\">This symbolic and concrete rule reinforces the idea of citizenship as active belonging, and not only as a registry office inheritance.<\/span><\/p>\n<p><span class=\"font-377884\"><strong><a href=\"https:\/\/swissfederalism.ch\/en\/uk-2025-eta\/\">A Visa will be required for entry into the UK from 2025<\/a><\/strong><\/span><\/p>\n<h2><span class=\"font-377884\">Numbers justifying the reform: increase in applications and pressure on services<\/span><\/h2>\n<p><span class=\"font-377884\">Over the last ten years, Italian citizens living abroad have increased from 4.6 to 6.4 million (+40%). Countries with strong Italian emigration such as Argentina, Brazil and Venezuela have seen a substantial increase in applications for citizenship, with over 60,000 legal proceedings pending. The reform aims to avoid fraud, shortcuts and so-called \u201ccitizenship tourism\u201d by relieving pressure on consulates and courts.<\/span><\/p>\n<h2><span class=\"font-377884\">The new centralised procedure at the Farnesina<\/span><\/h2>\n<p><span class=\"font-377884\">The handling of citizenship applications <strong>will no longer be entrusted to individual consulates,<\/strong> but to a special centralised office at the Ministry of Foreign Affairs (Farnesina). This centralisation, which will come into force after a transitional period of about a year, aims to simplify, speed up and digitalise procedures, allowing consulates to concentrate on assisting citizens already recognised.<\/span><\/p>\n<h2><span class=\"font-377884\">Citizenship based on identity, not just genealogy<\/span><\/h2>\n<p><span class=\"font-377884\">The reform is not intended to be punitive, <strong>but selective<\/strong>.
