In Rome the powers of a Region: bill at the start<\/h1>\n

On Thursday, March 11, the Constitutional Affairs Commission began the examination of a bipartisan DDL for reform as well as ordinary laws on the capital of Italy<\/em><\/h3>\n

Special powers, resources and instruments for the capital of Italy, on the model of Paris, London and Berlin, are the objective of a plurality of political exponents from all sides.
\nIn fact, starting from the Chamber of Deputies, with bipartisan support, the process of constitutional reform has begun to attribute special powers to Roma Capitale, similar to those of a Region.<\/p>\n

The bill to reform article 124 of the Constitution of the Italian Republic<\/a><\/strong><\/p>\n

On Thursday, March 11, the Constitutional Affairs Committee of Montecitorio began examining both a bill for constitutional reform presented by Forza Italia (first signatory Paolo Barelli) and a number of ordinary laws that intervene on the Statute of the City and access to financial resources.<\/p>\n

A true metamorphosis under Article 124<\/h4>\n

The president of the body of the Chamber, Giuseppe Brescia (Movimento 5 Stelle), infulcated the proposed constitutional law, which intervenes on Article 124 of the Charter, transforming the Metropolitan City of Rome into a Region.<\/p>\n

The withdrawal of the DDL “Autonomy” disrespect to Italy that works<\/strong>
\nItaly, required “certain times for differentiated regionalism”<\/strong>
\nItaly: “On the diversified autonomy, the Government is ready”<\/strong><\/p>\n

To the mentioned DDL presented on May 16, 2019, will be combined a text of Roberto Morassut (Democratic Party), of the same tenor, which also intervenes on the two other large urban areas of the country, Naples and Milan, giving them the same tools.
\nThe rapporteurs of the constitutional bill will be Vittoria Baldino (Movimento 5 Stelle) and Annagrazia Calabria (Forza Italia).<\/p>\n

Two ordinary laws on resources and Metropolitan Area<\/h4>\n

Parallel to a constitutional reform two ordinary bills will travel, one by Francesco Silvestri (Movimento 5 Stelle) and another by Stefano Fassina (Liberi e Uguali) and Roberto Magi (+Europa).
\nThe first one simplifies the mechanisms of access to national and European funds by Roma Capitale; the second one intervenes on the Statute of the latter, making it coincide with the Metropolitan Area.<\/p>\n

This means that the president of the metropolitan area would be elected directly by the citizens and that the current municipalities would have the statute of metropolitan municipalities, to which the mayor of Rome could delegate a more or less extensive set of powers and resources.
\nMayor Virgina Raggi welcomed the start of the institutional path, urged by an agenda unanimously approved by the Capitoline Assembly on February 24.
\nThe first citizen will be the first to be heard in parliament in a cycle of hearings announced by Giuseppe Brescia.<\/p>\n
